A criminal investigation is under way by a grand jury involving a former police detective in Kansas City, Kansas, who is alleged to have “exploited and terrorized” black people, CNN reports.
According to federal prosecutors, Roger Golubskich, who reached the rank of captain when he retired in 2010, targeted residents of the northern part of the city for decades.
A 2019 civil lawsuit accused him of exploiting “vulnerable black women, including black women who worked as prostitutes,” forging innocent people and working for a local drug lord. He is not currently charged with a criminal offense and has not been subject to disciplinary action in connection with the charges against him.
Stories of Golubski’s alleged corruption are not new, according to The Kansas City Star. The newspaper published numerous articles about the 69-year-old retired officer with accusations by alleged victims and their members. Some of the reports describe in detail Golubski’s relationship with black women killed in the city.
Golubski was first investigated in 2016 for his involvement in the double murder sentence of Lamonte McIntyre, according to CNN. McIntyre was released in 2017 after 23 years in prison in a case that the district attorney said was a “clear injustice.”
McIntyre’s lawyers collected dozens of affidavits that provided alleged details of Golubski’s violations and corruption, as well as alleged corruption involving the prosecutor and the judge that led to his conviction.
Several witnesses said the retired detective was obsessed with black female prostitutes and used his badge to coerce them.
The civil lawsuit accuses Golubski of providing information and protecting a local drug dealer who paid the former detective in cash and drugs for these services.

Federal officials declined to comment on either CNN or star, referring to the secrecy of the production of the grand jury. But at least three people have been called to testify in the investigation, including Terry Ziegler, retired Kansas City, Kansa police chief, who has been Golubski’s partner for three years.
Ziegler told CNN that he did not know of Golubski’s reputation for alleged misconduct and that he had never witnessed such a thing. “They were trying to figure out how I didn’t know, or I was trying to cover up things about Roger that I knew,” he said. “I don’t mind talking and telling people because I have nothing to hide.
The case caught the attention of Jay-Z Team Roc.
Local station KCTV reports that the rap tycoon and entrepreneur has placed a full-page ad on The Washington Post with a request for a full investigation of the Central Police Station.
